Great idea but how do you fund it? People don't expect free travel but there's certainly a case for reducing fares that head honchos cream their big bonuses off of.
How about national investment in meaningful online education and training instead. The UK needs basic infrastructure for social mobility and individual prosperity much more than it needs subsidised transport right now.
