From what I hear, Trump told his administration, that help should only go to Republican states, then if there anything left over they can go to other states.

I’m glad for those states and cities with decisive leaders. Some states (like my home state) have leaders that act only in half-steps, which will only draw out (and maybe worsen) the harm.
