It would be good if we all could apply common sense and not need the ‘rule book’ with all its complexities and contradictions. But as a society we don’t seem to capable of this, so the alternative is a convoluted but necessary set of criteria to enforce physical distancing.
They are worried about the steep rise in infections. The numbers are always 10 days behind. They will be really worried when they see the numbers 10 days from now. This is not strict and it's all predictable.
