After seeing news clips of foreign 'temperature takers' placing digital devices to bus and train passengers' foreheads, one would hope that airlines should they choose to go down this road, would have those devices wiped down with alcohol wipes, after each use.

And the confidence level in assigning this responsibility to the TSA is what, exactly?

Airlines want departing passengers to be tested for coronaviral symptoms, so that they may be stopped from boarding a flight to leave if they test positive.

Taking a temp will do very little......you can certainly have COVID19 with no fever.
