At least 100 persons with no travel authority were stopped at the different borders of the province on the first day of the general community quarantine (GCQ) on Saturday, May 16.

Most of these individuals were working in the National Capital Region and wished to go home to their families in the province and in the other parts of Region 1, while others were businessmen from other Luzon provinces, who have been stranded for two months in Manila. Authorities manning the borders, however, stopped them at the borders of Rosario, La Union-Pangasinan, Tarlac-Rosales, Pangasinan and Camiling-Mangatarem.

Newly installed Police Regional Office 1 Director Brigadier General Rodolfo Santos Azurin Jr. reiterated that for stranded individuals and returning overseas Filipinos, especially those coming from NCR, it was important that they carry with them a travel authority before they could be allowed to pass through the checkpoints.
