However, the EU can take other factors into account when deciding, including whether the third country has opened up to EU citizens.
German Chancellor Angela Merkel raised the issue during her visit to the White House last month. In Brussels, officials complained that talks with Washington to resolve the issue had stalled since early July.EU countries, including travel hot spots such as Italy and Greece, require a negative test result before traveling unless a passenger is fully vaccinated, has a negative test within 72 hours of travel or can provide proof of recovery from Covid-19.
