Hotels in Los Cabos, which are largely frequented by foreign tourists, remained about three quarters full.

Hurricane Norma has made landfall near the resorts of Los Cabos at the southern tip of Mexico’s Baja California Peninsula.

Norma is expected to bring heavy rain and potential flash floods to the Baja area and may hit the mainland coastal state of Sinaloa as a tropical storm. The Los Cabos civil defence agency urged residents to stay indoors all day as winds and rain increased. Emergency workers rushed around the city evacuating people from low-lying areas and moving them to shelters.

The local hotel association estimated there were about 40,000 tourists still in Cabo San Lucas and San Jose del Cabo on Friday. Meanwhile, in the Atlantic, the US National Hurricane Centre said Hurricane Tammy had winds of 85mph, and hurricane warnings were issued for the islands of Guadeloupe, Antigua, Barbuda, Montserrat, and St Kitts and Nevis. Tammy was moving north-west at 8mph.just off the coast of Guadeloupe. Hurricane conditions and heavy rain expected in portions of the Leeward Islands through tonight. Here are the Key Messages.
