An advocate for migrants who flooded into Denver---some of whom were then paid by the Mile High City to come to Utah---said the travel program uses "coercion" to move people out of Colorado.

That would seem consistent with what happened on Memorial Day weekend in Salt Lake, where police said migrants arrived at the airport from Denver with a basic instruction: find someone in uniform and ask for help.
