It's supposed to be but how did delta come here otherwise? All business owners and staff must be fully vaccinated. No 2 ways about this. Esp f & b outlets if we are going to allow dine-in. The stupid thing Malaysia did was keep the country border's open, while restricting inter-state travel. With poor contact tracing, God knows how many cases were brought in by international travellers.
